Since there is so much talk going on about Our President and his tax returns, I thought I would look it up and NO he doesn’t have to turn them over, nor does the IRS have the right to give them to anyone:

This law, that allows House Ways and Means Committee the power to request tax returns from the Treasury Department for review in closed session, is being tested

The President is not excluded and the IRS has to comply. It's a “shall furnish” law. ( see (f)(1) )

The same law also allows the President to ask for any-body’s tax return. ( see (g)(1) )
