I don't know. Something I just noticed: NoName was buried at Annapolis, which is on Chesapeake Bay. Burma was a Chesapeake Bay retriever. I'm sure that's not a coincidence, though it doesn't say anything about your hypothesis.

I couldn't fault the sentiment, though it seemed a bit odd for a license plate. On reflection, I recalled that it was a Maryland plate, so it must have said, "Cherish the Chesapeake".
