Based on the questions it seemed to me that she was using the radio to recieve info not send and she does speak Russian.
And it would be a way to try and receive the foreign info with out having any sort of paper or electronic trail.
Listening to X22 Report B from last night. NZ has only had 30 something guns turned in. He has good reports and news from the world. But I only listen to his “B” Political/Geopolitical Q reports.

Rapid reaction comms to respond to events as they transpired would be a good have for the coup-ers. Especially if they believed the comms to be untraceable and uninterruptible. Just background noise that no one would be interested in.
i am intrigued with intrigue in general. however, i have taken neighborhood emergency preparedness classes, and the handiness of ham radio communication was stressed in the classes. so if nellie was interested in emergency preparedness and she had time on her hands, imho she does present a halfway plausible reason for getting a ham radio. whether it is true or false, i of course as a bystander still do not know...
