I disagree with pretty much every bullet point you listed. China has been a civilization continuously for 5000 years and their borders are essentially unchanged. Not every life form is going to develop technology, as their existence may be based on senses that we do not even possess. The number and composition of atoms on each planet are essentially unchanged. Earth has supported lush life for millions of years, and has yet to have any resource strained yet. The “peak oil” argument continues to be proven wrong with every decade of continuous increase in proven and unproven reserves.

Disagreement does not negate the logic axioms posited. Grasping the Dark Forest Theory of Cosmic Civilizations is outside the usual way of thinking about civilizations. The Fermi Paradox is simple as is the Dark Forest Theory, once it is understood that, most if not all, human wars are about competition for access or possession of resources - from raw materials to living space.

We are dealing in this thread with cosmic civilizations: those with space ships or some means of efficiently leaving their home solar system; which in turn means growth and need for vast resources to maintain that growth. Competition becomes an overriding factor. Other cosmic civilizations are potential competitors.

Using local examples like China is are poor indicators, and cannot be compared. BTW, China now is on the move and wants to dominated the world - what China did in the past is no indicator of what China will do in the future.

And yes, any life form which has a cosmic civilization will have some form of technology even if we do not recognize it as such.

Cosmic civilization by definition would have a resource problem at some point - one needs to consider that access to resources not needed in the present does not negate a future need.

The current human western civilization basically began after 1500AD with the lifting of the Dark Ages and the retreat of the muslims from Europe whose civilization they had destroyed. Therefore, world resource usage is a recent phenomenon, and what the demands will be a 100 or 1000 years from now cannot be calculated, were the present civilization to mature into a cosmic one, but that demand will go up exponentially or even logarithmically.
