Has to be the boss, Mueller. Even if the underlings opposed the final result they cannot speak against the boss or their careers are dead, at least in the public sector.

I think Mueller’s report was held back, IF it was (which I don’t know, maybe it really did take this long) until Huber and his peeps were finished or almost finished with THEIR investigations.
