That's why Rahm Emmanuel took the side of law and order. With Foxx' e-mails now public, he knows that although the decision not to prosecute Smollett is written in stone, the 4 people who made it possible are headed for federal indictments for obstruction of justice.

Emmanuel knows he needs to put some distance between himself and the players who are going down.
