Yes, to be precise, Mueller did not make a determination on obstruction, but turned it over to the A.G. after noting that it would be unusual to prosecute obstruction where there was no crime (i.e., no collusion with the Russians).

Barr and Rosenstein took about 5 minutes to consider the weight of this ... and made their decision: NO OBSTRUCTION.
