While a laudable idea on its face, I don't think it would have the result you desire.

After production & distribution, the largest factors which go into cost of goods sold are taxes and cost of compliance with government regulations.

This last item is not insignificant. It includes things like: minimum wage laws, workforce training not associated with production (diversity 'training', et al), reporting compliance with regulations, withholding, accounting and paying taxes, etc.

The cost of complying with such a law/ regulation would likely exceed the benefit provided to the end consumer.

The only benefit would be to note that the 599$ TV set cost 150$ to produce and the rest of the cost ($449) is hidden taxes! The Election following implementation of a “Truth in Taxation” law would be Earth Shaking!
