A windmill could spin until it falls apart and never generate as much energy as was invested in building it

As has been proven repeatedly, he didn’t need the Natl Emergency to build the wall......he WANTED the Natl Emergency for the Wall ***and*** something else. Tribunals anyone? Without a subject-specific National Emergency they’re extremely hard to come by... Do with that what you will...
