Despite all the evidence that there was a government plot to rig a Presidential election,prevent the duly elected man from assuming office and then harass him to prevent him from governing , there have been no arrests, the culprits remain noisy and free, and all the incriminating documents and testimony remains hidden.

Was the question asked, “Why was it referred to as an ‘insurance’ policy.” The answer was in case Trump was elected. She is parcing (which is close enough to a lie for Mueller). Insurance = A way to get Trump out of office or disqualified before taking office in case he was elected.
She tries to make it sound like they were discussing the pace of the investigation. It seemed like they were in a damn hurry before the election. Lies couldn’t leak fast enough. Then, once the election was over, the rate of leaks seemed to actually pick up. The FBI and DOJ turned into a umbrella made of fishing net.

ah yes. Which Hillary threw out. It sounds to me that regardless of whether Trump got elected or not, they were going to come after him but they could do it at leisure - bleed him dry with legal bills - a lesson to the non-political class that would dare to enter the halls of the Capitol without signing allegiance to the deep state pledges.
