If a congressman resigns due to scandal, the state's governor (or legislature) will call for a special election to replace him.

If a senator resigns due to scandal, the state's governor will appoint a replacement. However, in some states, the governor (or legislature) will call for a special election to replace him.

There is no mechanism in the Constitution or in law to invalidate an entire election.
