She is most likely mentally ill and most likely using to many drugs I don't know about the drugs or alcohol but the mentally ill part is definitely true. Damage goods. She's that crazy chick every man has nightmare's about.

Milano has publicly acknowledged she suffers from mental illness.
Never heard of her as a big drug abuser, but lots of mentally ill people don’t have drug problems.

"Dissociative identity disorder", also known as multiple personality disorder.
Probably an side effect from pretending to be somebody else for a living. Historically a pediatric condition most children outgrow at the onset of puberty, however a small subset of suffers continue on for a lifetime. Many actors are sufferers from this condition.
Coal miners get "Black Lung" Actors get "Delusions of Grandeur".
Even "C" grade actors believe they are important people and the world must heed their every word.
They forget the lines they are most renown were the product of highly specialised professionals who were paid to put the words in their gaping orifices. Multiple, rambling, unintelligent comments on Twitter is a classic symptom.
