Yes, absolutely, he should face the charge; but 16 charges with a possible 48 yrs in prison is governmental/prosecutorial tyranny.
If I understand it correctly, the grand jury are the ones who laid the hammer down. Minimum he should have to pay the costs involved in this fiasco.
