They deserve to be fired. This is a fireable offense, and should be.

The larger problem is not that someone craves the details of Uncle Harry’s gall bladder surgery but that they collect personal ID and financial data out of patient files. Hospitals are a major source of identity fraud.
I despise and detest HIPAA, not for forcing information to be hidden from those who don’t need to see it, but for the flaming stupidity enclosed in the spirit of the damn law that forces people trying to comply to do stupid, expensive, and outlandish things.
But, them’s the rules.
We don’t know if access was logged, especially if they had an older system, but most modern systems certainly do. And when you get that “break-glass” dialog that forces you to put in your password and say “Yes, I really do want to see the information” and why...you would have to be a moron to do it.
You got that right. I did some consulting work for a hospital that wouldn't even release the medical records of injured employees for a safety investigation by other staff of the hospital.
HIPAA regulations are so strict that a hospital in California was fined $4 million for an employee who lost a thumb drive with patient records on it.
Yes many medical records are outsourced to Indian and other countries. A few years ago someone in India I think threatened to put them on the internet unless the contracted company paid her more.
Like, you know, no one believes him. It’s like a bunch of, you know, lies.
I should add that involves medical transcription and sometimes coding the medical records. They have access to social security numbers and all kinds of info.
