The inverted brackets mean that instead of being in the kill box, he and his mission will be released from their current confinement.
The open brackets have been posted before as indicating that person has been ]activated[
]Huber[ means released from whatever restrictions he has been under.
I think it refers to the nanosecond after Mueller SC is officially ended.
That way, no one can (fraudulently) claim obstruction or interference with the SC.
I believe it means “Huber unchained”. Or more literally, made public and rolling.
