Yes, and this would certainly seem to apply to Hoda Muthana, a former U.S. citizen who became an enemy combattant.
What I am saying is that I do not think this would apply to garden variety traitors like Huma, Strzok, HRC, Comey, Shifty or Yates, who were never in military positions.
Now if the traitor was C_A, like Brennan ... then I don't know. Military might have some jurisdiction but I doubt it.
And for "Spies" who became moles in our government while working for foreign powers ... that's where I think Q was telling us to look at [Except 1] = NSA.

Recent polling has some good news for the conservative cause: More Americans identify as conservative than as liberal.
Gallup’s 2018 tracking polls in all 50 U.S. states asked respondents to self-identify as either liberal, conservative or moderate.
The aggregated results, which were released Friday, show that more respondents identified as liberal than as conservative in only six states. Gallup previously reported that on a national level, conservatives outnumbered liberals 35 percent to 26 percent in 2018.

Yes, the NSA sniper squad that takes care of rogue elements of the US intelligence apparatus that you mentioned. So, plan B is to have Pelosi, Hillary, Brennan, Comey, Flake, Corker and W taken out? As well as the people running the MSM and their on camera flunkies? Then what?
Does the NSA have the ability to suspend Congress? Because if that happens, Congress will convict Trump in an impeachment trial. No one will accept murders of politicians or intelligence officials or bureaucrats. They might accept their arrest, trial and conviction, after presentation of evidence and, as stated, transparent dissemination of information to the entire country. Does the NSA have the people who would do that? I don't think so. It seems from all we have seen over the last many months that the Q operation is a military intelligence operation, supported by information collected by the NSA. I don't see any viable way for the NSA to be an option, unto itself, for the country, if the Plan fails. Plan B is difficult to imagine, but it would have to involve the entire military apparatus, including NSA's data. They may have been working on it ever since Obama began working on his plan to bring down the US.

No he did not, and that is why it is the last option of a dying republic. The trick in such instances is how to restore a constitution after you have saved it. See Civil War 1. The Romans never did; the British had numerous fights over their government's form beginning in the 1600s and eventually, Parliament won. Chile? They have a functioning democracy now, after the commies tried to take it. Maybe that can happen to Venezuela. The history of such things is pretty bleak, but not entirely without cause for optimism, if it ever came to that. I tell you one thing, I do not agree to the forfeiture of our rights, or lands and our system at the hands of illegal alien voters being used to replace us, and under the auspices of a communist plot decades in the making. Everything they have done to us has been extraconstitutional.
His answers to the threats facing us will be LEGAL and CONSTITUTIONAL.
That's exactly what Q is saying. He says there's no other way to do it, except with transparency and legally. And then Q adds...."Except 1". He's not talking NSA.
I suspect it to be disinformation in fact, meant to undermine the real stuff.
