Rifle is Section 1, so you need 2x references and have a need to own it, eg member of a gun club or game shooting etc. As with shotguns, you also have to show that it's stored in a safe place.

How long it takes depends on how efficient the local police are - usually a month or more. Very tardy compared to the US!
