I’ve been in a number of HEBs. Over never seen what you describe. I wonder why.
Maybe because you’ve only been in the city ones. When HEB is the only game in little podunk towns, they make the rules so all we can do is take their abuse or drive to another town. Smart business sense to send your garbage where it has to be accepted and saves your bottom line.
