I wonder. If she was bad (sure could be easily) why is she still in the Cabinet? Leveraged?

I think Q was talking about cabinet OFFICIALS that are NO LONGER in the cabinet. Check out the context. Also, the first line of #2746 THEY WERE REMOVED. Also several mentions of THE SCARAMUCCI MODEL.
I don't think he's talking about Chao, here.
