The Constitution, Article One, Section 9, states (if I have this right):
No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public money shall be published from time to time.


The DoD money was already properly appropriated by Congress; that’s what my simple mind says.

Sorry about med distraction - I hope it resolves quickly and you feel better asap.

No! No! It is (hopefully) positive... a (cervical) surgery that I have been told for almost 30 years that I am NOT a candidate for - I now find to my surprise the surgeon lobbying for doing it. It has been a source of increasingly chronic pain all that time... I need to evaluate the pros and cons and talk it over with various... we will see. 😑

If I understand Namby Pelousy correctly, this is the foundation of her challenge ... and DJT's hope to prevail. We will see.
