Im baffled by what IS a person of interest. The cops clearly think they aren’t mere witnesses, but are involved. That makes them “suspects”.
Yup it’s a planned hoax. And I believe we know why Smollett waited so long to report the “attack” - he had to allow time for his accomplices to clear the area. If he had said something to the security guard at the hotel or to the police immediately they may have found those guys right then and there.
