Because he's been cleared as having the LEGAL AUTHORITY to do it. He's also signed off on 100's more Miles in NM & AZ with ZERO input from Congress.
Have you heard any of that?

It's all a Dog & Pony Show. All the caterwauling from Left & RIGHT about Trump declaring an Emergency.
He HAS the authority & it will pass muster.
This "Brinksmanship" Gambit is happening as FOX NEWS tries to tell us the Majority of Americans think Trump will be defeated in 2020
Well, if Trump is already building the Wall, why is he doing this? Trump gave THE "REPRESENTATIVES" of the People every chance to do their jobs=they won't.
He's leaving FUTURE Americans & #History no doubt whatsoever he tried to do this through the System & it failed.
As he (keyword here) FINISHES The Wall he is forcing the Left AND the Right to show their True intentions.
Declaring a National Emergency isn't REALLY for appropriation of Funding although I'm sure he'll do that, it's about setting up an EFFECTIVE Security Zone til it's in place
Leftist Groups & Institutions have bankrolled & supported the Caravans to swamp & overwhelm out Southern Border. As I said in a previous video, none of this is "just happening"
So the "Door" has got to be slammed shut NOW, not in a Year or Two.

Using the US Military, National Guard, State Guard, the Border Patrol & ICE.
Using Technology, tactics, training & a determination NOT to give it the old "College Try" then fail.
As the Wall/Barrier is built expect to see these Guys deployed:

They will be staged in Vehicles & Outposts about 2 Miles in from the Border at 2-5 miles apart.
"2 to 5 MILES?" You say? what good is that?
Well, it will be OK because 2 of them will be sitting in a Vehicle LIKE THIS=That is an Powerful Optical Scanner
These Mobile Scanning Towers can see for MILES & can see in Infrared & Ultraviolet.
They will be spaced in interlocking Fields of View in areas a Barrier is impractical.
Backing these vehicles up will be the interdiction Forces, Vehicle Patrols with Dogs & Drones
This is The Wall Trump promised the American People. If you thought is was going to be a continuous Concrete Barrier 2,000 miles long I'm sorry but that was completely unrealistic. Rivers, Swamps, Canyons, etc.
100's of miles of Steel Barriers are going up.
Security as well.
The Barrier will direct Illegal Traffic to remote areas where the Forces I've outlined will be waiting for them THEN
In 2021 after Trump's been reelected & the Barrier has been built & Security Upgraded, Trump will focus on the INCENTIVES causing the Flood to begin with.
