It would replace the Electoral College, in which 270 electoral votes are needed to win the U.S. presidency. Compact proponents say it would go into effect once enough states with 270 votes enter the pact.

Isn’t the electoral college in the Constitution? If so, a state law cannot override the Constitution without going through the amendment process.

Electoral College Constitution
“The Electoral College was established in Article II Section 1 of the Constitution. There are now 538 electors, of which a minimum of 270 of them are needed to officially elect the next president.”
