A second wall will allow Border Agents to capture anyone scaling the 1st wall.

It would be even better if it was declared that the area between the wall is no man’s land, so that illegals could not claim that they have entered the US at all. “Those claiming sanctuary” could not claim they are entitled to a hearing, since they would have never set foot on US soil.
Does anyone know if the area between two walls would be under military jurisdiction?
That could be a way out of a habeus corpus entanglement.
