Yup, the most concerning part of it in fact.
Part of the horror of the EPA is applying industrial standards to ordinary citizens such as claiming jurisdiction over that puddle in your 1/4 acre lot.
This is in that vein. Prepping the public to accept that any activity of your own doing, no matter how small is “industrial” i.e., a product of your own industry.
Hence the EPA has the right to crawl up your butt with a microscope.
