Passenger (enplanement) and cargo data is extracted from the Air Carrier Activity Information System (ACAIS), a database that contains revenue passenger boarding and all-cargo data. Passenger boarding and all-cargo data is collected for a full calendar year and determines AIP entitlements for the next full fiscal year (i.e., calendar year 2017 data determines Fiscal Year 2019 entitlement funds).
Final Calendar Year 2017 enplanement and all-cargo data became available in September 2018.
Preliminary Calendar Year 2017 enplanement and all-cargo data became available in July 2018.

NIKK....Sorry if this isn’t the correct information...I really stink reading government law.or any such law. But I’m thinking there is a data base to look into...as to that’s the proof of moneys for the next year.(They’ll need actual record of passengers in order to get money for entitlements)...auditor would demand this?
