Right after WW2, when we were still at least a little friendly with the Soviet Union, they had to rebuild Moscow. During the war they had cut down almost all of the trees for fuel.
So, as a gesture of good will, we sent them Cottonwoods because the grew fast. The Soviets planted them all over Moscow.
It turns out that about 40% of Muscovites are allergic to the 'summer snow'.
