I saw some discussion on this the other day and it also seemed confused. They were referring on the Senate's likely refusal to seat Roy Moore, but he didn't get elected. (The Senate)
As far as the House is concerned, I don't know if the same situation exists, and it may be found in the Constitution. I gathered they were saying that the current outgoing House could refuse to seat incoming Congress-elects if there was evidence of massive voter fraud.
I hope it's true, I hope they do, and I have no doubt there was.
