Don’t you mean “except three”? There were three men on the Apollo 8 crew.That photo is not from Apollo 8 - no LM on the Apollo 8 mission.
From some later mission, two of the crew would be in the LM, one in the CM. So yes, every living human being except the one in the CM who took the picture.
