You do realize that the US has a fully functioning small city Marine Base at Guantanamo Bay just like every other military base complete with clubs, theatres, recreation, mess halls, snack bars, bowling alleys and all the rest of what exists in a small city?

The average turnover does not suggest that the hiring is anything out of the ordinary, nor are 400 MPs for a military prison a large amount. One of my friends was an officer MP at Gitmo and he shared the enormity of the facilities and this was 5 years ago.

Yes I realize that a military base has a lot of personnel and support staff. I was assigned for several years to Camp LeJeune NC as a cilvian contractor. With a military level of 4-500 camp guards, I would find a need to fill 52 job openings plus a systems administrator to update and install existing computer systems to be unusual. I would expect during most times only 5-10 openings and it says to me that new facilities are possibly being staffed.
You are free to interpret as you wish. We all seek our own answers here, and generally we don’t try to tell others what they should think, nor do we attack others for thinking outside the box or exploring improbable contingencies.
