A portable generator and an angle grinder would breech it rather quickly, I should think.

Electrify it to make it more of a job to penetrate it.

The vertical pipe design is easily climbable for the strong ones. Also, the steel will corrode over time if not maintained. Electrifying it helps, but voltage cannot be lethal.

However, I think it would work well in combination with video cameras, lights, and those remote controlled mini drones with gps,lights, cameras. A video surveillance system with a dual wall system with patrols is the most viable way.

Thermite or a plasma torch could fell a section very easily. Or some C4 shaped charges.

No matter what type of wall, fence, ETC. there will still have to be layers of border security, including patrols to be effective. The biggest deterrent to work is going to have to be the enforcement of our immigration laws, we have to convince the illegals that they are not welcome here.
