I saw down thread that Biden got one, too. But Carter did not.
It just occurred to me that maybe there was a message in the envelopes regarding Carter’s health, that he is not yet ready to share with the MSM? Didn’t he have cancer? Perhaps it has come back?

I watched the video on the Biden note because I wondered why he got a note but all the other notes went to the wives. Jill Biden opened her service folder and a note fell out which she picked up and then handed to Joe.
