I think there's some confusion. If Trump and Pence both die or resign or are removed, the Speaker of the House does become President. But if the VP is removed or resigns, the Speaker does NOT become VP. The President nominates a VP, and the Senate has to approve the nominee. Until a nominee is approved, the position remains vacant.
