Barr’s short tenure under GHWB suggests to me it was because Bill Clinton’s inauguration was Barr’s last day on the job.
Good point, but confirmation at least that Barr wasn't deep enough in the Swamp for Clinton to keep him on. (Small consolation, I know.)
