IIRC Grassley authored legislation limiting the FBI Director to one 10 year term with 1 2 year extension possible under certain conditions, but only one and then no more.

Leahy was chairman at the time it was extended for Mueller. It took a full congress vote to pass what was presented as a limited, narrow scope, 1 time exception.
Not that it would, but why couldn’t it be done again ?
