Trump is not a god, he has been doing everything he reasonably can, entirely on his own mind you, to get the wall in place. He has actual built some of it and is fighting for more funding even as we type. It took the democrats decades to put the corruption in place. It is not reasonable to expect Trump to be able to reverse all that in two years.
