That Kelly stays loyal to people to whom he’s close. Not a bad trait, but it means you have to consider people in small groups, not just as individuals. I imagine that Trump chose Kelly for himself, and didn’t think about the “chain migration” bringing Kelly in would cause.
Kelly’s loyalty is to our country and to Trump ahead of an incompetent or insubordinate previous underling.
I’ll be glad when he is gone too.
