I don't find their cooperation in front of Congress to be terribly necessary, other than for optics and public awareness. From a legal standpoint, their deeds SHOULD already be in the hands of the prosecutorial agency (DOJ/Huber/Horowitz).
Public awareness is great, but DECLAS would also get these things out. But what is the mechanism for DECLAS?
