I'm on board with that one, pending further evidence. I think PUB might be short for PUBLIC, as in what will be released for public consumption.
The only flaw in that theory is the last post, when it talks about what I thought was stuff that WOULDNT be released to the public, i.e. [SPEC_C pub]

As to your backup plan, searching the web tends to lean toward “publication” when searching legal docs (_pub appears in the titles of some official docs).
