Wouldn't it also be true that if proof of fraud is effectively presented after certification, that the guilty politicos could be frog-marched in cuffs out of the Congressional chambers and offices to never darken those spaces ever again?

I suppose it would matter how proven the link was between the politicos and the fraudulent deeds. But at least those 'winning' their seats by fraud would be unseated, fairly quickly, right???

Proof of fraud before certification means that the fraudulent votes are thrown out, and everything continues as normal.

Proof of fraud after certification opens up a situation where the House (or Senate) has to decide on who really won. Look up how Patrick Leahy got into the Senate in 1987.
