If you see two guys robbing a store, but have cameras and tracking devices on everything they are doing, do you interrupt the robbery and arrest them? What if you know they work for someone else? How do you get evidence against the ones who paid them to do the job, the fences, and the customers who will all demonstrate they know fraud is being committed?
You let them finish the job. You let know make their payments, certify results, etc. Only after that is done do you take them down. This is not even about prosecution. It is about exposure, backlash, and a fundamental change in election laws.
