I think capture might just be it. Think in terms of achieving Justice, like the picture starts out with.

Q may be outlining that his [FUTURE COMMS] will be doing that. I just can't figure what the other three are.

I'd like it to be "expose, secure, ?, capture= Justice.

But I'm not able to make it fit.
