It was a choice. He could rally the relatively small number of tight Senate races, or rally the HUNDREDS of House races.
As it was, he chose the one it was possible to do. The Senate. And he was able to endorse the House candidates in those states he did go to.
And, as Q points out, the Senate was not only doable, but more important for various reasons.
