Just my quick take on this.
The DECLAS can happen at any moment as POTUS has already ordered it. RR made a (desperate) fuss, claiming sensitive information. The OIG tasked to review and the OIG would take into consideration Huber’s FISA investigation (I get him confused with Horowitz) needs. Huber reports to Sessions (Sessions is not asleep).
The DECLAS was already cleared for release - RR’s was a stalling tactic and it suited POTUS’s/Q’s/Sesssion’s purposes to allow that RR’s stalling tactic as RR hoped they’d regain control of House after elections. RR’s fantasy won’t happen.
[RR] rode with POTUS on AF1 to one or more engagements in a manner I found creepy. I actually wondered if POTUS was deemed safer if [RR] was aboard AF1 as the stakes were now higher (the timing was “sensitive”, I think it was right after Kavanaugh’s confirmation).
But POTUS/Q’s stratagem of allowing the DECLAS delay and putting [RR] on AF1 to go press the flesh with POTUS, and Sessions’ assigning [RR] a new “sensitive” task (I forget what it was, but it was recent) that seemed counterintuitive if POTUS/SESSIONS are in control - were all done to make [RR] overconfident:”An enemy who feels safe [& in control] is an enemy who....”
POTUS’s/Q’s/Sessions’ decision to support [RR]’s overconfidence may have supported the public safety - because what would the DS do if they DIDN’T feel over confident then?
The last line - “POTUS AF1 [RR] > Mueller END” is about Mueller’s investigation coming to an end but I’m not sure of the meaning. Granting POTUS AF1 [RR}’s overconfidence with this and Session’s assignment would have made them feel they were in the driver’s seat and Mueller’s circus act had leverage that it doesn’t actually have (that POTUS wouldn’t/couldn’t stop it). So this overconfidence made them feel that POTUS was fearful of Mueller’s investigation and couldn’t do anything about it.
All and all, these efforts of POTUS/Q/Sessions provided relative stability and public safety in the run up to the elections.
But the elections are not going well - and Barry Sotero’s eyes were rolling independently in all directions at his last campaign appearance, and Hillary was photographed in full “Chucky” mode (https://www.imdb.com/title/tt0094862/) seated on a man’s lap staring with blank plastic eyes and frozen facial expression. Things aren’t going well FOR THEM. I was literally thanking God this morning for the pathetic shivering look of cowardice on Barry’s face.
For all anti-Trumpers who claim POTUS is first and foremost a walking talking ego, the fact that he pretends weakness and fear whenever and wherever he deems it necessary to protect the republic must come as a bitter shock. :)
