Oh, wait. This is because I switched over to Firefox, where I had installed someone's cool FreeRepublic browser plugins, which apparently include the "Quote" button.
I switched to Firefox because FreeRepublic no longer works with Safari under Mojave, the new Mac OS that I installed last night.
