“ I don’t get what’s wrong with going into the right lane to pass if the car in front of me is going too slow.”
1) California Vehicle Code prohibits passing on the right
2) the far right lane is for merging, The next lane to the left is for truckers and four wheelers to merge either way.
3) if you are traveling in any lane except the right and you have an emergency, you will need to get to the right immediately. Theoretically, while moving to the right, you are dealing with an emergency situation already and shouldn’t have to worry about getting plowed by another vehicle.
Lane discipline is difficult. I find myself passing texters to the right if they are holding up traffic and my horn doesn’t get them to move over and the left is unavailable. The horn actually gets some of them to make room.
“21755. (a) The driver of a vehicle may overtake and pass another vehicle upon the right only under conditions permitting that movement in safety. In no event shall that movement be made by driving off the paved or main-traveled portion of the roadway.”

So I ask again, what’s wrong with passing to the right? It is impossible to drive on the freeway in Southern California without doing so.
