We are still in a reactionary mode. We should have satellite surveillance of the entire area and any groups that break off. Small units could sabotage transportation and pick up a few of the leaders to be reeducated. Cartel enforcers could be used to further disrupt the marchers and the Mexican police are certainly open to bribes, as well. All of this should be done by deniable cutouts. What happened to our abilities to infiltrate and destabilize in foreign countries?

We allegedly have an agreement with Mexico that says Mexico will stop them. Mex govt is already processing some for possible residence in Mexico. Some others have turned back.
