does senate recess have 2 meanings ? could Pres. Trump appoint people during this senate recess ?
I think he could do appointments during the recess, but they would only last until the end of the Congress in which the appointments are made, i.e., January 2019. It would probably not be worth it, except maybe for someone who replaces RR while the Senate is in recess.
