Every person in the House is up for re-election this year. So many states have Congressional districts that are so extremely gerrymandered that it is almost impossible for a person of the other party to win.
Maryland is heavily Dem, but nowhere near 7 to 1, as are our Congressmen. Our districts are computer generated and voted on my a veto-proof state legislature. Gerrymandering gives us people like Maxine Waters.
