On the Kavanaugh vote itself.."51 votes" is not required. Each issue only needs a MAJORITY of senators casting ballots, not the total membership. So, if its 99 senators voting, you need 50 yeas.

The House and Senate Office Buildings are formally closed to the public today which is typical on the weekend. Those who do not work on Capitol Hill may only enter if they have official business with a senator, a senators office or are escorted by a senator or staff.

Amid the Kavanaugh debate/vote, the Capitol itself is open for public tours, which is standard practice on a Saturday. Fox observed moderate to small crowds of visitors in both the Capitol Rotunda and Statuary Hall, participating in guided, public tours today.

The public will be allowed into the Senate to watch Kavanaugh debate/vote. Public galleries have been open around the clock since the Senate met yesterday. The Senate is not in a secret session." The galleries are open to the public on a first come, first served basis.
